Two technical problems about head normalizing

Head pressing material is Q345R normalizing plate, after pressing head is also normalizing state. The diameter is large, so the material needs to be welded into a circle. Because the welding has destroyed the normalizing state of Q345.
Now there are two more options, one; Head hot pressing, keep at normalizing temperature for pressing, air cooling, so that after pressing does not need to normalize again. Theoretically, yes, but I don't know.
